Canada Caregiver Programs 2025: What you need to know

The federal government is launching two new Home Care Worker Immigration Pilots on March 31, 2025, replacing the previous caregiver programs. These pilots provide permanent residence (PR) upon arrival, eliminating the need for caregivers to gain Canadian work experience before applying.

Eligibility requirements

To qualify for Canada’s 2025 caregiver programs, applicants must:

  • Have a full-time job offer as a home child care provider or home support worker. No Labour Market Impact Assessment (LMIA) is required.
  • Hold a high school diploma or an equivalent foreign credential.
  • Meet a CLB level 4 in English or French.
  • Have at least six months of paid caregiver work experience or training. This experience does not need to be in Canada.

The previous 12-month Canadian work experience requirement has been removed, making it easier for caregivers to qualify.

Application process

The 2025 pilots use a single-step PR application, allowing caregivers and their families to apply directly for permanent residency.

  • Workers in Canada stream – Opens March 31, 2025, for caregivers already in Canada with valid status and a full-time job offer.
  • Applicants outside Canada stream – Launch date to be announced. Caregivers outside Canada should wait for further IRCC updates.

To apply, caregivers must submit language test results, an Educational Credential Assessment (ECA), proof of work experience or training, and a job offer.
